Retired Driver or Car

I was driving back after sending my girl to school when I spotted this old antique car. Well I used the word antique because in Singapore we seldom see cars that are more than 7 years old lately. Cars in Singapore get more expensive as they grow older since we have to pay hefty taxes to maintain cars and regular checks once they hit the 10 year anniversary.

I saw this one and I quickly grabbed my mobile phone camera to snap it. Look at the sign stated at the back of the windscreen. RETIRED. hahaha It's peculiar too. I wondered if it meant the car or the driver?
